Earlier in his career, He spent over a decade managing his own consulting firm, CERO Strategies, LLC, as the Chief Legal Officer and Vice President of Government and Public Affairs at SOHO Resource Group, Inc. and as a Senior Attorney and Director of Government Relations for Direct Selling Association.

Mr. Hesse earned a Bachelor of Arts in American Government from Franklin & Marshall College and his Juris Doctor from Hofstra University School of Law.
